GJR Consulting principle, Gary Reeves was part of the government led ATCM Business Improvement District (BID) pilot scheme in 2003, which incorporated 22 BIDs around the UK. The project worked through a voluntary BID process to help inform eventual government legislation governing the partnership model. He has been a consultee to the formulation of government regulations and subsequently took part in the work to assess the formal inclusion of property owners into the BID process.
As Chief Executive of New West End Company Gary Reeves led the organisation towards formal BID status, which was achieved in 2005 – the New West End Company is Europe’s largest BID with a revenue budget of £3.5m per year, representing 350 business constituents, 200 voluntary members and 20 matched funding property owners. New West End Company has succeeded in generating more non-levy related funding than any other BID in the UK. The 3 year mandate was later renewed in 2008 with an enhanced mandate; in both number of businesses voting yes and the rateable value they represented.
GJR Consulting and its principle Gary Reeves have developed BIDs from the early regulations set out and operated successfully as a practitioner to successful renewal. During the past seven years we have visited and spoken to many operating and developing BIDs in the UK providing advice and experience. Specific work has embraced various study tours and assignments in the USA.
